Meghan Medlin, M.A.S.
OC Fair & Event Center, Director of Community Engagement

Meghan has been at the head of OCREP since September 2014, and has been a member of the board since 2012. She was integral in leading the organization to become fiscally sponsored in December of 2016.
Meghan co-currently is the newly created Director of Community Engagement with the OC Fair & Event Center where she is responsible for providing strategic leadership for community relations, partnerships, and educational programming concentrating on expanding the OC Fair & Event Centers (OCFEC) impact within the community. Prior to that, Meghan worked 8+ years for Taller San Jose Hope Builders, a nonprofit organization that provides disadvantaged young adults with life skills and job training needed to achieve enduring personal and professional success, as their Director of Business Cultivation. Working at Hope Builders enabled Meghan to not only learn about the reentry population, but become passionate about getting the formerly incarcerated successfully employed, creating better futures for not only for themselves, but their families as well. Meghan is extremely active in the community and also serves on several county and community based committees including the Orange County Community Corrections Partnership (OCCCP), Prop 47, and AB109 Workgroups as the Community Based Organization (CBO) Representative, and the governing board for Orange County's Continuum of Care. In 2017, she was an integral part of the county's Stepping Up Initiative representing CBO's on several subcommittees. Meghan is a member of LA's Infragard Chapter and completed the FBI's Citizen's Academy in 2014 where she remains an active member of their Alumni Association. In 2010, Meghan earned a certificate in Gang Prevention and Intervention from Coastline Community College and also was a member of Orange County Superior Court's Leadership Academy. Meghan earned a Bachelor of Science degree in Chemistry from the University of Redlands, and a Master of Advanced Study degree in Criminology, Law & Society from the University of California, Irvine.

OCREP Assistant Director
Ashley Baribeault-Vlcan
Working Wardrobes, Senior Manager, Career Success Institute/VetNet

Ashley Vlcan works as the Senior Manager of Career Success Institute/VetNet at Working Wardrobes. Ashley has been a member of OCREP's Advisory Committee since 2013 and became the Assistant Director in 2017.
Ashley oversees the Working Wardrobes job search lab and assists with curriculum development, as well as fund development and grant identification and submission. She also serves as a job coach for Working Wardrobes and provides career development services to adults emerging from crises. In addition to her responsibilities with the job search lab, Ashley runs the youth and young adult career programs. This includes curriculum development, career counseling, and career development services, for at-risk youth and young adults between the ages of 16-25, including those who have been incarcerated. Ashley has a Bachelors Degree in Women's Studies from California State University Long Beach.

Stephanie Hammerwold, M.A.
Pacific Reentry Career Services Inc., Co-Founder & Executive Director

Stephanie Hammerwold is the Co-Founder and Executive Director at Pacific Reentry Career Services Inc., a new nonprofit that helps formerly incarcerated women find meaningful employment. She has been a member of OCREP's Advisory Committee since 2017 and also serves as the Committee's Treasurer. She has over ten years of experience working in Human Resources (HR) and received a Bachelors Degree in English from California Lutheran University and a Master's Degree in Women's Studies from San Diego State University. Prior to her career in HR, Stephanie worked at a domestic violence shelter where she ran a weekly art and writing workshop for residents. She later ran similar workshops for women in the Santa Cruz County Jail as part of a volunteer program that brought art and writing to incarcerated women. Stephanie's experience working with incarcerated women and her many years of hiring and training employees as an HR professional led her to form Pacific Reentry Career Services. She hopes to encourage employers to embrace fair chance hiring practices and to form strong connections between employers and the reentry community.

Kristin Bonfiglio, M.S.W.
Phoenix House, Program Director

Kristin began her career in SUD treatment in 2005 and has worked in both the private and nonprofit sectors. She joined OCREP in 2017 and the Phoenix House family in 2013 managing the admissions department and was promoted to Deputy Director in 2016. She currently is the Program Director of the Fruit St Campus in Santa Ana which houses two residential programs, an outpatient program and a recovery maintenance services program. Prior to Phoenix House Kristin was working as a therapist at the Naval Hospital in the Outpatient Substance Use Disorder Clinic concentrating in Trauma Focused Care. She has worked in a community based program focusing in adolescent prevention and treatment of substance abuse issues. She has managed treatment programs and sober living homes. Kristin holds a Masters in Social Work from the University of Southern California with an emphasis in Mental Health and a minor in Military Members and Military Families, as well as a Bachelors of Arts from UC Irvine in Psychology and Social Behavior.

Lori Fasbinder, Ed.D
Santiago Canyon College, Dean of Instruction and Student Services Continuing Education

Lori Fasbinder has over 20 years of experience serving socio-economically disadvantaged adults as an administrator of community college continuing education noncredit programs, including Adult High School Diploma, Adult Basic Education, English as a Second Language, Citizenship, Career Technical Education, Health & Safety, Parenting, Older Adult, Students with Substantial Disabilities, and Workforce Preparation. Prior to her administrative work in community college, for 12 years she was a tenured faculty member and coordinator for the International Teaching Assistants Training Program at Arizona State University and a corporate trainer at Intel, Motorola and Honeywell-Bull. In her volunteer service to the community, she has served as a local Tough Love Coordinator, Boy Scout leader and committee member, Girl Scout leader, Days for Girls facilitator, and a member of the Interfaith Council. She has a Bachelor's and Master's degree in Applied Linguistics from Cal State University Fullerton and a doctorate in Educational Leadership from Argosy University.

Steve Harding
American Family Housing, Director of External Relations

American Family Housing provides a continuum of housing and an array of services to support homeless and low income families and adults to secure a stable home, to be an active part of their community, and to achieve a self-sustaining way of life. Steve Harding began his work with AFH in 2008 after retiring as a Captain with the Orange County Sheriffs Department. With 40 years of public service experience, his understanding of our communitys need for housing and programs to support at-risk populations offers a balanced perspective. With AFH, Steve has served as a Job Developer, Case Manager, Volunteer Coordinator and now as the Senior Director of External Relations. Prior to his retirement from the Sheriffs Department Steve worked to identify alternatives to incarceration and recidivism reduction innovations. His research resulted in the creation of OCREP. Steve holds a Bachelors Degree in Business Management and is a graduate of Californias Law Enforcement Command College for Organizational Leadership.

Esther Landin, MA.Ed.
North Orange County Regional Consortium for Adult Education, Workforce Development & Career Pathways Special Projects Manager

Esther Landin is the Workforce Development & Career Pathways Special Projects Manager at the North Orange County Regional Consortium for Adult Education. As a workforce development professional, she focuses on helping special populations get access to the education, training, and work experience necessary to get and keep employment in Orange County. She is also the founder of the Orange County Opportunity Youth Collaborative, an initiative to bring agencies and organizations who provide services to youth and young adults in Orange County together to share best practices, enhance program delivery, leverage resources, and bridge the gap between traditional education and the workforce. The goal of the Orange County Opportunity Youth Collaborative is to address the youth and young adult unemployment rate in Orange County by decreasing high school dropout rates, reengaging former high school dropouts in educational opportunities, and reducing the employment skills gap through workforce development services. Esther is also a member of the Long Beach Job Corps Workforce Council and is an Ambassador for the Delhi Center. She has 20 years of experience in education, program development and management, mentoring, academic advising, gang intervention, case management, internship and job placement, offender reentry, as well as crisis and career counseling. Esther earned her BA in Liberal Studies from CSU Dominguez Hills and is completing her MA.Ed. in Adult Education and Training at University of Phoenix.

Jennifer Lavorin
Catholic Diocese of Orange, Office of Restorative Justice/Detention Ministry, Volunteer

Jennifer is a graduate of UC Irvine with a Bachelors of Science degree in Biological Sciences. She has a diverse employment history that includes biomedical research, administrative, customer service, and clinical patient care. As a research assistant at UCI and USC her work was selected for publication in several notable Scientific Journals. Jennifer has over 7 years of volunteer service with organizations serving clients from various socioeconomic backgrounds and cultures. As a formerly incarcerated individual, she possesses first-hand experience with the criminal justice system and a valuable understanding how the justice system impacts individuals, families, and communities. As an Advisory Committee member, she works to develop strategies to better meet the needs of the reentry community and reduce recidivism. She is motivated to support and empower incarcerated and formerly incarcerated individuals with a dedication to community service. Jennifer is currently a volunteer at the Catholic Diocese of Orange, Office of Restorative Justice/Detention Ministry and has recent experience with reentry advocacy. Her goals include earning a Masters degree in Social Work from California State University, Fullerton in Fall 2019 and to remain dedicated to improving restorative justice issues with diligence and integrity.

Karyn Mendoza, MSW, LCSW
Hope Builders, Sr. Director of Programs & Evaluation

Karyn works as Senior Director of Programs & Evaluation for Hope Builders. Her primary responsibility it to provide leadership for the high-quality delivery of all programs and services, including program design, implementation, and operations; program data and evaluation; staff management, supervision and development; budget and contract management. Karyn earned her BA in Sociology from California State University Long Beach and her MA in Social Work from the University of Southern California. She is a licensed clinical social worker who is passionate about social justice issues. She joined OCREPs Advisory Committee in August of 2018 because she believes strongly in working to create a more just society; she understands how critical re-entry support services are to prevent recidivism and to ensure all returning citizens have an opportunity re-build a life with dignity. Karyn previously held a board position on the Orange County Mental Health Board from 2013-2018. She is a trained Adverse Childhood Experiences (ACEs) trainer through ACES Interface. When she is not working or volunteering, Karyn enjoys spending time with family, reading and listening to her favorite podcasts.

Bob Roll
Onesimus Mentoring, Inc., Cofounder & Program Director

Bob has over thirty six years of personal recovery which includes over thirty years' experience working with individuals reentering society from incarceration. His resume includes working as an ordained minister, volunteer prison chaplain, drug and alcohol counselor, and an anger management instructor, all of which help drive his passion of helping others. Through his extensive work with the faith-based community, Bob has operated numerous re-entry homes and programs while working in conjunction with jail chaplains, parole, probation, and the courts. Bob joined OCREP in 2013 as a General Member which coincided with being asked by the Orange County Jail Chaplains to start a mentoring program. The vision of this program was to link up with inmates when they made a decision to change their lives while in custody and continue to work with and mentor them after their release back into the community. In 2014, Bob, along with Gene Miles (Gleaners Executive Chaplain/former OCREP Board Member) founded Onesimus Mentoring, Inc., a 501(c)3 nonprofit organization committed to transforming lives after incarceration. What began as a simple mentoring program of connecting an inmate wanting to change with a volunteer from the community, has now evolved into re-entry planning lessons and classes, collaborating with other agencies and resources, and support groups for newly released individuals and their families. Bob envisions increased community interaction as more transitional housing, educational and employment opportunities for the men, women and families we serve.

Agency Representatives
Latisha Fairley
Division of Adult Parole Operations, Parole Service Associate

Ms. Fairley acts as liaison between the California Department of Corrections and Rehabilitation (CDCR) and contracted resources of the Department of Rehabilitative Programs (DRP) to ensure the successful reintegration of newly released inmates and parolees into the community. She works to identify program placement for eligible parolees to assist with their criminogenic needs with a primary focus relating to social readjustment in employment, education and substance abuse. She has over 18 years with CDCR and is currently assigned to the Adult Program Unit, South Coast District. Ms. Fairley also has expertise working in the Parole Planning and Placement Program, now called the Community Transition Program at the California Institution for Men (CIM) located in Chino, California. She attended Mount San Antonio College and later transferred to Arizona State University majoring in Sociology.

Geoff Henderson, MS.Ed.
Orange County Sheriff's Department, Programs and Services Manager

Geoff Henderson has over 25 years of experience in the substance use disorder and mental health services field. As a graduate from treatment and longtime dedicated clinician, hes aware of the potential that treatment holds for changing lives. He currently serves as Program Services Manager at the Orange County Sheriffs Department, leading the Inmate Services Divisions In-Custody Programs and Reentry Services. Previously, Mr. Henderson served as Regional Administrator for Telecare Corporation- managing several mental health treatment programs in the Ventura County area; and Vice President, Director of New Business Development, Government Affairs and Marketing for Phoenix Houses of California. Mr. Henderson served many years as the Chairman of OCREP and has also aided similar advocates in LA and Ventura counties to establish a reentry council- the Los Angeles Regional Reentry Partnership (LARRP) and reentry coalition in Ventura County. Mr. Henderson holds a Masters of Science degree specializing in Special Education and is currently pursuing a doctoral degree in Management and Organizational Leadership at the University of Phoenix.

Norman Albances, M.P.A.
Orange County Community Resources, Workforce Development Analyst

Norman is a Workforce Development Analyst at the Orange County Development Board (OCDB). The OCDB oversees Orange County's workforce development activities and establishes programs in response to the workforce needs of Orange County, including labor market information, employment and training services, and business assistance. Central to the OCDBs ability to provide services is the network of One-Stop Career Centers and youth employment and training programs located throughout the County, funded by the Workforce Innovation and Opportunity Act (WIOA). Norman was instrumental in receiving funding from the U.S. Department of Education and the U.S. Department of Justice to help Orange County do more to connect justice-involved young adults (ages 1624) with special education, career and technical education, and other workforce development opportunities. Norman has nearly 10 years of experience in workforce and economic development. Norman received a BA in Business Economics and a BA in Sociology from the University of California, Irvine. He also holds a Masters of Public Administration from California State University, Long Beach. Norman is also a Certified Workforce Development Professional through the National Association of Workforce Development Professionals and a Six Sigma Lean Green Belt.

Steve Sandoval
Orange County Probation Department, Assistant Division Director

Steve Sandoval is currently an Assistant Division Director with the Orange County Probation Department assigned to Adult Field Supervision Division. After receiving his Bachelor of Arts degree in Criminal Justice from Chapman University in 1995, he began his career as a Deputy Probation Counselor working at juvenile institutions and the Juvenile Court Work Program. In 1998, he promoted to Deputy Probation Officer and worked a juvenile supervision caseload and also as an armed officer in the Gang Violence Suppression Unit. In 2005, he was promoted to Supervising Probation Officer where he was assigned to the Secured Electronic Confinement (SEC) Unit where he supervised SEC, Welfare Fraud, Adult Administrative and Dispatch Center. It was there that Steve was instrumental and a driving force in planning, implementation and continuing development of the departments first ever GPS Monitoring Center. During his time in SEC he also served as President of the California Electronic Monitoring Association, which looked to address GPS related issues and solutions involving corrections and law enforcement professionals. In March 2012, Steve ventured on to a new Division, the newly created PCS/AB 109 Division and was tasked with creating an Intake Unit to address the offenders released from Prison under AB 109. In this new Unit, he developed an outstanding working relationship with CDCR, Division of Parole Operations (DAPO) and coordinated all prison releases to the Probation Department.
